The library was commissioned on 17 November 1954 as the centrepiece of a campus laid out from 1948 by Maxwell Fry and Jane Drew. It is the clearest built demonstration of what they meant by Tropical Modernism. Where a European library of the period would seal its stacks behind glass, here the concrete frame is deliberately perforated: louvred screens and deep shading keep direct sun off the readers, cross-ventilation moves air through the galleries, and interior shutters protect the books from storm-driven rain rather than from air-conditioning failure. The plan puts access corridors along each bank of shelving. Drew and Fry had arrived in West Africa in 1946 on colonial-government appointments and worked out this vocabulary across a decade of Gold Coast and Nigerian schools before it reached Ibadan; the library is where it is stated at institutional scale.
University College Ibadan was a colonial institution by design. It was created on the recommendation of the Asquith and Elliot Commissions on higher education in the British colonies, which proposed two university colleges affiliated to the University of London, one in the Gold Coast and one in Nigeria; London supervised the syllabus and awarded the degrees until 1967. Nigerian nationalists had pressed for a degree-awarding institution because the existing Yaba Higher College, founded in 1932, offered only vocational and teacher training to Africans. Fry and Drew were appointed through the same colonial apparatus, and their West African practice from 1946 was built on government commissions. The buildings are now read two ways at once: as a genuine climatic architecture worked out with local craft, and as the physical form of late colonial policy. Nigeria took the institution over in 1962.
