Hasegawa won this by competition and then had to argue for it: residents objected to a public building sunk below ground level. She spent long stretches in meetings with them, and by the time construction reached the surface the scheme had their backing. Two basement levels absorb much of the accommodation, which frees the ground to work as a public park rather than a forecourt. Above ground she assembled something closer to a metal thicket than a façade: perforated aluminium canopies on slender posts, faceted tent-like volumes, trees, water, and two spheres, one of 37 metres taking the motif of a celestial globe and holding the civic theatre, one of 23 metres taking a terrestrial globe and holding the planetarium. She called the result "second nature". After it opened she stayed on for ten years as director of its children's museum.
